高等教育人才高失业率与中高龄劳工劳动参与率偏低,是当前台湾业市场的主要问题。在少子化、老龄化的趋势下,老年人口依赖抚养比率增加与劳动力短缺的问题,是未来台湾社会的隐忧。人力资源政策必须正视少子化、老龄化的客观限制,结合高等学校教育机构及企业,调整教育课程内容,设计回流教育及在职训练以提升人力资本,延长中高龄劳动者就业年限,以配合就业市场需求与经发展趋势。
The high unemployment rate in higher education and the low labor force participation rate among middle-aged and senior citizens are the major problems in the current Taiwanese industry. Under the trend of declining birthrate and aging, the elderly population relies on the issue of increasing dependency ratio and labor shortage, which are the hidden worries of future Taiwanese society. The human resources policy must face the objective restrictions of the younger generation and the aging population, combine educational institutions and enterprises in higher education institutions, adjust the content of the education curriculum, design back-flow education and on-the-job training so as to enhance human capital, extend the employment age of middle-aged and old-aged workers in line with the job market Demand and the development trend.
