领导是领导者在一定的环境下为实现既定目标,对被领导者进行统御和指引的行为过程,是包括领导者、追随者、被领导者、领导环境、领导文化和领导制度等多个要素在内的复杂系统。领导盲区和领导局限在任何时代都存在,当代社会的领导盲区和领导局限主要表现在认知、观念、沟通、战略、政策、方法等领域。要克服领导盲区和领导局限首先需要建设一种开放民主和健康的领导文化,建立并完善科学的领导制度,加强领导干部的教育培训。
