随着我区工农业生产的发展,农、林、牧用地的面积将逐渐扩大。在我区干旱少雨的自然条件下,扩大农业用地,首先应进一步开发有引黄灌溉条件的银川平原和卫宁平原地区。目前达两大平原内的大片荒地都集中分布在黄河近代冲积平原两侧的高阶地上,如已开发的西干渠灌区和跃进渠灌区以及还未开发的南山台子、东干渠(未施工)
