党的十七大报告明确提出,要“尊重党员主体地位,保障党员民主权利”。党员主体地位是指党员在党内当家作主的政治地位。尊重农村党员主体地位,对于增强农村党员主体意识,保障农村党员民主权利,增强农村党员参与党内民主建设的积极性和主动性,促进社会主义新农村建设具有十分重要的意义。
The report of the 17th National Congress of the CPC clearly states that it is necessary to “respect the principal status of party members and safeguard the democratic rights of party members.” The dominant position of party members refers to the political status of party members as the masters of the party.
