(一)企业优化的“生态环境”:宏观社会大背景与宏观经济总图景 企业优化工作,在我国尚处于起步阶段。因为从总体上看,国家尚处在社会主义初级阶段,工业尚处在社会化的初期阶段,企业尚处在管理的粗放阶段。 社会主义初级阶段的标志是生产力水平远远落后于发达的资本主义国家。 钢铁工业经过近40年的发展,产量有了巨大的增长,从不足百万吨到5918万吨,尤其从1978～1988年的11年中,钢产量在3178万吨的基础上净增2740万吨。但增长并不等于
