自我国实行城镇职工基本医疗保险制度以来,人民银行许多地市中支都参加了当地的基本医疗保险,和原有的医疗保障水平相比,参加基本医疗保险后,地市中支的职工医疗保障水平明显下降,呈现出缴费高、保障范围小和报销比例低等特点,职工自己承担的医疗费用较高,就医压力较大,因此需要建立补充医疗制度来提高保障水平。本文在大量搜集材料的基础上,通过调查问卷、个别访谈等形式,对玉溪中支职工医疗保障现状、职工对补充医疗的需求等进行了深入分析,论证了地市中支建立职工补充医疗制度的必要性和可行性,并对补充医疗制度的运作模式进行了探索。
Since the implementation of the basic medical insurance system for urban workers in our country, many municipalities and people’s governments of the People’s Bank of China have participated in the local basic medical insurance. Compared with the original level of medical insurance, after participating in the basic medical insurance, The level of protection has dropped significantly, showing the features of high contribution fee, small guarantee coverage and low reimbursement rate. The higher medical costs are borne by workers themselves and the pressure for medical treatment is relatively great. Therefore, a supplementary medical system needs to be set up to enhance the guarantee level. Based on a large amount of collected materials, this paper analyzes the status quo of medical insurance for workers in Yuxi and the demand for supplementary medical services through surveys, individual interviews and other forms, and demonstrates that the establishment of employee supplementary medical system The necessity and feasibility of this study, and explored the mode of operation of the supplementary medical system.
