一、大力推进职业教育体制改革。在管理体制改革方面,要按照《国务院关于大力推进职业教育改革与发展的决定》(国发[2002]16号)和《四川省人民政府关于大力推进职业教育改革点发展的决定》(川府发[2003]22号)精神,尽快建立和完善在省政府领导下,分级管理,地方为主,政府统筹,社会参与的职业教育管理新体制。重点强化市(州)政府的统筹作用,落实县级政府的主体职责。在办学体制改革方面,要形成政府主导,行业、企业和社会力量共同参与的多元化格局。市(州)县级要发挥主导作用,加强高等职业
First, vigorously promote the reform of vocational education system. In the aspect of management system reform, according to the Decision of the State Council on Vigorously Promoting the Reform and Development of Vocational Education (Guo Fa [2002] No. 16) and the Decision of Sichuan Provincial People’s Government on Vigorously Promoting the Development of Vocational Education Reform [2003] No. 22), set up and perfect a new system of vocational education management under the leadership of the provincial government as soon as possible, and at different levels of management, local government, government coordination and social participation. Focus on strengthening the co-ordinating role of municipal (state) government, the implementation of the county government’s main responsibilities. In the aspect of running a school system reform, a diversified government-led, industry, business and social force should be formed. City (state) county level to play a leading role to strengthen the higher occupation
