法院“执行难”是社会各方面特别是广大群众普遍关心的热点,也是法院工作的难点。能不能执行,执行效果如何,直接关系到法院全面履行宪法和法律赋予的审判职能,维护国家法律的尊严,做到公正司法、司法为民。为了进一步贯彻落实天津市人大常委会《关于加强人民法院执行工作的决议》,支持和促进法院执行工作,我与市人大常委会内务司法委员会,会同市高级人民法院,就执行工作的现状、造成“执行难”的主要原因和相应对策,开展了为期4个月的深入调研。
The courts are “difficult to enforce” and are hot spots of general concern to all sectors of society, especially the broad masses of the people. They are also the difficulties of the court’s work. Whether they can be enforced or not and how they are implemented have a direct bearing on the court’s full fulfillment of the judicial functions entrusted by the Constitution and laws and the dignity of the state laws so that fair judiciaries and the judiciary can serve the interests of the people. In order to further implement the “Resolution on Strengthening the Implementation of the People’s Courts” of Tianjin Municipal People’s Congress, and to support and promote the implementation of the courts, I and the House Affairs Committee of the Municipal People’s Congress and the Higher People’s Court of Huitong City, on the status of implementation, “Difficult to implement ” the main reason and the corresponding countermeasures, carried out a 4-month in-depth research.
