根据兰州市人民监察委员会于一九五四年十一月对兰州市十五个机关单位粮食供应情况的检查报告,自实行粮食计划供应以来,绝大多数的机关单位都能遵守粮食计划供应政策,按照实际需要编造计划,并有不少单位从多方面设法改进伙食,节省损食,获得了显著成绩。如:省财政厅由大灶改为食堂制俊,厉行节约,每人每天较前节省了一两粮食;西北毛纺厂在开展反浪费运动时,把浪费粮食的情况作了展览,教育全体职工,并开展节省粮食的合理化建议,收到了良好效果;民族学院实行「按人数及比例买粮,提倡粗粮细作」。这些实际行动,不仅滑除了粮食浪费,而且在人民群众中树立了良好榜样,对于贯彻党和政府的政策起了积极作用,但是,还有些单位由于对粮食计划供应的重要意义认识不足,领导重视
