社区公众参与机制和组织形式的创新,意味着社区治理主体的多元化发展以及社区这一社会生活共同体的本质性规定的回归。当前社区建设的顺利推进与否,最终取决于社区参与机制的制度化与政府治理体制的转变。为此,必须加大制度创新力度,通过完善公众参与机制,破除体制障碍,不断推进社区治理的新格局。
The community public participation mechanism and the innovation of organizational forms mean the diversified development of the main body of community governance and the return of the essential provisions of community as a community life. The smooth progress of the current community construction ultimately depends on the institutionalization of the community participation mechanism and the transformation of government governance. To this end, we must increase institutional innovation, improve the mechanism of public participation, remove institutional barriers and constantly promote a new pattern of community governance.
