金海自2001年任医院院长以来,坚决贯彻党的医疗卫生工作方针,坚持社会主义办院方向,确立了“以德办院,人才立院,科技兴院,依法治院”的办院方针,提出了“建设省内一流医院、争创国家级医院”的宏伟目标。 在实际工作中,他将急、难、危、重病症作为医院工作的重点和经济增长点,严格规范医疗行为,积极引进和开展新技术、新项目；制定了住院医师规范化培训制度,建立健全了继续教育体系。
