In a 1979 report by the United States Congressional Economic Commission, Stanley Cohen’s article, “The Soviet Economy in Times of Change,” rightly pointed out that in terms of economic efficiency and growth, the pace of Soviet equipment renewal was too slow. The purpose of this article is to supplement some of Cohen’s arguments and to correct some of his analyzes that may lead readers to misunderstandings.
