我国的经济体制改革已经走过了28年,取得了不少成就,但国有企业产权改革却面临着诸多矛盾和问题。山西是老工业基地,结构偏重、产业单一、国有企业所占的比重大、历史遗留的结构性矛盾突出,在向市场经济转轨过程中,国企遇到了前所未有的困难和问题,相对于其它省份,我省国有大中型企业改革重组的困难更大、任务更重。山西的省情决定了山西省的国有企业产权改革必须在国家的大政方针指引下,探索自己的改革模式。一、山西省国有企业产权改革存在的困难和问题
China’s economic system reform has already gone through 28 years and achieved many achievements. However, the ownership reform of state-owned enterprises is facing many contradictions and problems. Shanxi is an old industrial base, with a heavy emphasis on structure, a single industry, a significant proportion of state-owned enterprises, and structural contradictions left over from history. In the process of transition to a market economy, state-owned enterprises have encountered unprecedented difficulties and problems compared to other provinces. The reform and reorganization of state-owned large and medium-sized enterprises in our province are more difficult and more task-intensive. Shanxi’s provincial conditions have determined that the reform of state-owned enterprises’ property rights in Shanxi Province must explore their own reform model under the guidance of the state’s major policies.
