在建立社会主义市场经济和转换企业经营机制的过程中、“钢铁工业结构优化”问题面临着新的机遇和挑战:宏观体制和微观机制的变化,既为企业结构优化进程“加速”,又为企业结构优化运作“加压”。从结构优化的发展趋势上看,建立“效率型”企业组织结构,同市场经济体制及适应市场的运行机制的协同,为提高企业经营效率和经营质量开辟了新渠道,主要是通过企业组织结构优化,把企业的经济效益建立在企业总体效率的基础上,从而把经济增长纳入良性轨道,以缩小同国际先进企业在经营质量上的差距,优化企业组织结构的目标在于建立企业的效率型结构,为此必须从深层次上加速企业公司化改革的进程。
