承认个人逐利行为的正当性是经济发展的前提,而约束个人使其不侵犯他人利益则是经济发展的保证,两者的统一即“个体理性”与“社会理性”的统一。中国近代公司发展的过程,也是“个体理性”张扬的过程。但由于公司发展中存在广泛的损人利己行为,“社会理性”并未得到同步发扬。究其原因,在于行政权力凌驾于资本权力之上,政治特权成为获得利益的主要手段,从而通过掠夺谋利的行为大行其道。中国近代公司的发展实践表明,处于转型期的国家如果不在经济体制改革时同步进行政治体制改革,经济长期增长是不可能维持的。
