黄河水利委员会(简称黄委),是水利部在黄河流域和新疆内蒙古等西北内陆河范围内的派出机构,国家授权其在流域和上述范围内行使水行政管理职能,为副部级单位。2001年7月25日,黄河水利委员会主任李国英提出建设“数字黄河”的宏伟设想,正式启动了数字黄河工程建设。
The Yellow River Conservancy Commission (hereinafter referred to as the Yellow River Conservancy Commission) is the Ministry of Water Resources in the Yellow River Basin and Xinjiang Inner Mongolia and other Northwest Inland River within the agency, the state authorized it in the watershed and within the scope of the exercise of water management functions as deputy ministerial units. On July 25, 2001, Li Guoying, director of the Yellow River Conservancy Commission, proposed the magnificent idea of building the “digital yellow river” and officially started the construction of the digital Yellow River project.
