传统的公共产品供给理论认为,政府供给公共产品会达到资源配置上的“帕累托最优”。但从目前农村公共产品的供给现状表明,政府作为单一供给主体存在诸多问题,因此农村公共产品供给主体多元化成为明智的选择。非营利组织的公益性、志愿性、非营利性等特征,使非营利组织成为农村公共产品供给多元主体的优选之一,在公共产品供给中,发挥了积极作用,对于推进“新农村建设”、构建社会主义新农村有着极其重要的意义。
