针对典型的平原河网城市——靖江市的水安全、水环境、水资源、水生态、水文化的“五水”问题,遵循实事求是的需求分析、总体统筹空间格局、因地制宜制定分区建设等原则,综合考虑靖江市区域(或场地、地块)年径流总量控制率、中心城区绿化率等控制指标,编制了靖江市海绵城市专项规划。对中心城区的主要规划建设区进行海绵城市建设分区的划定,制订了相应的城市分区控制指标,将雨水花园、雨水湿地、植草沟等海绵城市措施进行组合,为推动靖江市城市发展向海绵城市模式转型提供了规划指导。
