为促进我国医药科学技术和医药产业发展,根据我国国民经济和社会发展第十个五年计划,制定本医药科学技术政策。 我国医药科学技术的发展应采取“加强创新,推进产业化”的战略方针。努力提高化学药、医疗器械和制药装备的创新能力和研制水平,更新产品结构;大力发展中药研究、开发和生产技术,加速中药现代化;积极发展生物制药技术,推动医药工业产业结构调整;加快医药技术创新体系建设和人才培养,优化资源配置,为医药工业迅速和持续发展提供环境支撑和人才保障。发展的重点是中药现代化和生物制药产业化。 ·政策要点·
In order to promote the development of China’s pharmaceutical science and technology and the pharmaceutical industry, the government formulated the medical science and technology policy according to the Tenth Five-Year Plan for National Economic and Social Development in China.
