一、困境 1、人员结构不合理。笔者调查的六县(市)精神病医院共有床位530张,职工436名,床位与职工之比为1:0.82,卫技人员共259名,占职工总数的59.4%。与卫生部规定的医院卫技人员要占职工总数的70%以上距离较大。卫技人员中,无高级职称人员,中级人员27名,占10.4%,初级人员232人,占89.6%(其中师级93人,士级139人)。技术骨干严重缺乏,以工代医,以工代护人员增多。影响医疗护理质量。
