厦门市地处我国东南沿海,是国家首批设立的经济特区。近年来,厦门市以创建首批国家安全发展示范城市为契机,将城市公共安全纳入城市安全发展范畴,大力推进重点行业(领域)、重点企业和重点部位应急救援能力建设,建立了覆盖全市的应急救援体系,初步形成了“政府统筹协调、群众广泛参与、防范严密到位、处置快捷高效”的应急管理工作机制,有力保障城市安全发展和人民生命财产安全。打造专兼结合、层次互补的应急救援队伍围绕“专兼并举、区域联动、快速反应、科学高效”的构想,厦门市对现有各种应急救援资源进行整合重组、优化
