Since its founding, GATT, as an international multilateral agreement, has had a profound and far-reaching impact on international trade. The seven rounds of multilateral trade negotiations that have been completed have substantially reduced the tariffs on the part of the signatories. However, the negotiations on agricultural trade have been struggling. This is reflected in the ongoing Uruguay Round negotiations. Due to the divergence of opinions between the EC and the United States on farm product subsidies, the negotiations concluded in December 1990 have failed to reach an agreement and the issue of agricultural products has become the most intractable and difficult issue in the Uruguay Round negotiations.
