1987年6月23—28日,中国力学学会岩土力学专业委员会第三届委员会成立大会暨岩土力学与工程战略讨论会在湖北宜昌召开。参加会议的委员和代表共30人。会议在宜昌中国三峡开发总公司会议室开幕。第一天上午,通过充分协商,产生了中国力学学会第三届岩土力学专业委员会。这届委员会共有委员28人,袁建新同志(中科院武汉岩土力学所所长)任主任委员,谷兆祺同志(清华大学水利系教授)、哈秋舱同志(中国三峡开发总公司总工程师)、周镜同志(铁道科学院铁建所研究员)、高大钊同志(同济大学科研处付教授)任副主任委员。下午即转入岩土力学与工程战略讨论会。在宜昌开会两天,其间,哈秋舲总工程师作了三峡工程论证概况和三峡工程的岩土工程问题的报告;代表们参观了葛洲坝水利工程。接着会议移至开往重庆的《江渝2号》轮上继续进行,最后在重庆建筑工程学院胜利闭幕。这次会议准备充分,安排紧凑,取得了良好的效果。在战略讨论会上到会的委员和代表们发言涌跃,各抒己见,并就一些共同关心的问题开展了热烈的讨论。前任主任委员钱寿易教授因事不能赴会,他在给专业委员会的热情洋溢的信中也谈了自己对岩土力学与工程发展战略的看法,对会议很有启发。会议从岩土力学与工程的发展历史谈到目前的国内外动态,从我国岩土力学的研究和岩土工程建设所取得的成就谈到我国国民经济建设对岩土力学学科业己提出及将要提出的课题;从岩土力学的现有理论水平和各学科的发展新成就谈到岩土力学与其它学科的互相渗透和岩土力学理论发展的途径和展望;从目前岩土力学与工程的研究队伍的素质和有关设计、施工人员的认识与配合谈到专业人才的培养和岩土力学知识的普及;另外也谈到了为促进岩土力学学科的发展对科技体制改革的设想和建议。我们深感这次讨论会开得及时,很有启发。现将战略讨论会的部分发言稿或发言提纲编刊出来,希望能引起大家的兴趣,同时也希望大家都来关心和促进我国岩土力学与工程事业的发展。
On June 23-28, 1987, the Inaugural Conference of the Third Committee of the Chinese Society of Mechanic and Geotechnical Engineering, and the Symposium on Geotechnical Engineering for Rock and Soil Engineering was held in Yichang, Hubei Province. A total of 30 members and representatives attended the meeting. The conference was opened in the conference room of China Three Gorges Development Corporation in Yichang. On the first morning, through full consultation, the third professional committee of geotechnical mechanics of the Chinese Society of Mechanics was created. This session has a total of 28 members, Chairman Yuan Jianxin (Chairman of Wuhan Institute of Rock and Soil Mechanics, Chinese Academy of Sciences) as Chairman, Comrade Gu Zhaotong (Professor of the Department of Water Resources, Tsinghua University), Comrade Ha Qiutian (Chief Engineer of China Three Gorges Development Corporation), and Zhou. Comrade Mirror (research fellow of the Institute of Railroad Research of the Chinese Academy of Railway Sciences) and Comrade Gao Dazhen (Professor of the Research Department of Tongji University) served as deputy chairman of the committee. In the afternoon, it will be transferred to the geotechnical mechanics and engineering strategy seminar. In Yichang for two days, during which, the chief engineer of Harbin Qiu made an overview of the Three Gorges Project and the geotechnical engineering of the Three Gorges Project; the delegates visited the Gezhouba Water Conservancy Project. The meeting then moved on to the “Jiangyan No. 2” line bound for Chongqing and finally ended in Chongqing Construction Engineering College. The meeting was well-prepared, tightly arranged and achieved good results. The members and representatives present at the strategic seminar spoke very enthusiastically, expressed their opinions, and held heated discussions on issues of common interest. Professor Qian Shouyi, a former chairman of the committee, was unable to attend the meeting because of the incident. He also talked about his views on the geotechnical mechanics and engineering development strategy in an enthusiasm letter to the professional committee and inspired the conference. From the development history of geotechnical mechanics and engineering, the conference talked about the current domestic and international developments. From the achievements in geotechnical research and geotechnical engineering in China, it was mentioned that China’s national economic construction has been proposed and will be proposed for geotechnical engineering disciplines. Presented topics: From the current theoretical level of geotechnical mechanics and the new achievements in the development of various disciplines, the interpenetration of geotechnical mechanics and other disciplines and the approaches and prospects for the development of geotechnical theory are discussed; from current geotechnical mechanics and engineering The quality of the research team and the knowledge and cooperation of related design and construction personnel speak about the cultivation of professional talents and the popularization of geotechnical knowledge. In addition, they also talked about the ideas and suggestions for promoting the development of geotechnical disciplines and the reform of the science and technology system. We are deeply impressed that the seminar was opened in time and inspired. Some of the speeches or speech outlines of the strategic seminar are now being published. We hope to arouse everyone’s interest. We also hope that everyone will care and promote the development of China’s rock and soil mechanics and engineering undertakings.
