今年国家可能要将70%的国债资金,70%的国家拨款用于中西部地区的固定资产投资。而国际上提供的一些优惠贷款,也将以70%的比例投到中西部地区。目前正在西部建设的78个中大型项目,总投资额已达300亿人民币。同时,今年还将在西部开工建设10个大型项目。中央的西部大开发战略,必将带来全国经济发展格局的调整与变化。这种新的经济环境,对广州产业调整有什么影响?广州的产业结构调整、升级与西部开发中的产业结构发展、成长规划目标,有没有契舍点,如果有的话,在哪里?又如何利用它?支持西部开发,广州可以做些什么?就这些问题广州日报记者金雁采访了广州经济社会发展研究中心主任杨建城研究员。现将全文刊登如下,以飨读者。
This year, the state may have to allocate 70% of its national debt and 70% of the national capital to fixed asset investment in the central and western regions. Some concessional loans provided internationally will also be invested in the central and western regions at a rate of 70%. 78 large and medium-sized projects currently under construction in western China have a total investment of 30 billion yuan. In the meantime, 10 large-scale projects will be started in western China this year. The central strategy of developing the western part of our country will surely bring about the adjustment and changes in the pattern of economic development throughout the country.
