The Chinese Constitution stipulates: “The basic economic system in which the state, in the primary stage of socialism, upholds the principle of public ownership as the main body and various forms of ownership economy develop side by side.” This basic economic system reveals the relationship between the public-owned economy and the non-public-owned economy and provides the ideological weapon and legal guarantee for the correct understanding and handling of the relationship between the public-owned economy and the non-public-owned economy.
