黑龙江省是全国最大的木材生产基地,而木材生产又是黑龙江经济发展的支柱。近几年来,全省森工企业出现了“两危”(经济危困、资源危机),主要是由于可采森林资源的危机而导致经济上的危困。为使国有林区彻底摆脱困境,尽快步入良性循环发展的轨道,笔者认为,当前认真研究全省国有林区如何依托资源优势,发展国有林区区域经济是一个重要课题。 一、发展国有林区区域经济的内涵及原则
Heilongjiang Province is the country’s largest timber production base, while timber production is the backbone of economic development in Heilongjiang. In recent years, there have been “two crises” (economic crisis and resource crisis) in forestry-industry enterprises in the whole province, mainly due to the financial crisis caused by the crisis of recoverable forest resources. In order to get rid of the predicament of the state-owned forest area and get into the path of virtuous circle development as soon as possible, the author believes that it is an important issue how to seriously study how the state-owned forest area of the province relies on its resource advantages and develop the regional economy of the state-owned forest zone.
