科技档案是企业各项科研活动中的真实记录,是广大科技人员智慧的结晶,是促进企业不断发展的重要因素。在科技就是第一生产力思想的指导下,各行各业都在科技创新,取得的科技成果。充分而合理地利用科技档案,发挥其应有的功能,对提高科研管理水平具有重要意义。当今世界,知识经济蓬勃兴起。在知识经济时代,知识作为经济增长的首要因素,智力资源的占用、配置,以及高新科技为主的知识生产、分配和消费成为经济发展的主要环节,人类的经济、社会、生活正面临着一场革命性的变化。科技档案是重要的知识资源,对于知识创新和科技转变为生产力具有重要意义。因此,适应知识经济时代的要求,转变科技档案管理方式,充分挖掘其信息资源,是当前科技档案管理的重要课题。
Science and technology files are the true records of various scientific research activities of enterprises and the crystallization of the wisdom of vast numbers of scientific and technological personnel, which is an important factor in promoting the continuous development of enterprises. Under the guidance of science and technology being the ideology of the first productive forces, all walks of life are making scientific and technological innovations and obtained scientific and technological achievements. Full and reasonable use of scientific and technological files, to play its due function, to improve the scientific research management is of great significance. In today’s world, the knowledge economy is booming. In the era of knowledge economy, knowledge as the primary factor of economic growth, the occupation, allocation of intellectual resources and the production, distribution and consumption of knowledge based on high technology and new technology have become the main links of economic development. Our economy, society and life are facing a Revolutionary change. Scientific and technological archives are important knowledge resources, which are of great significance to knowledge innovation and the transformation of science and technology into productive forces. Therefore, to adapt to the requirements of the era of knowledge-based economy, to change the management mode of science and technology files and to fully exploit its information resources is an important issue for the current management of science and technology files.
