党委办公室如何发挥整体功能?从理论和实践看,优化人员配置是党委办公室自身建设的一个关键问题。我们从实践中体会到,群体结构的优劣直接关系和影响整体工作效率的高低。因此,地委办公室自1993年9月组建以来就十分注重人员的配置工作,坚持人员配置必须有利于促进、推动和保证整体功能发挥的原则。我们着力解决好三个问题:一是从严要求提高个体素质,二是调整和优化群体结构,三是提高群体协调运转的程度。一、围绕优化群体结构选人1.严格坚持因事选人的原则。一是从“装整机”出发“选零件”,做到需什么人选什么人、缺什么人补什么人。我们定期分析群体结构和群体协调状况,以此作为制定进人需求计划的依据,做到急需的急进,不急需的缓进,不适合的人员坚决不进。二是着眼优势互补、形成梯次选人。在对现有人员的知识结构、专业结构、智力结构、心理结构、年龄结构、性别结构、来源结构、资历结构等作全面考察的基础上,按照拟进人员与现有人员互为补充、形成梯次、合理搭配、科学组合的要求选人。
