各省、自治区建委(建设厅)、直辖市建委(规委办)、规划局,副省级市建委、规划局: 城市勘测是城市规划建设重要的基础性工作,城市勘测管理是城市规划管理的重要组成部分,近几年来,随着城市建设的迅速发展,城市勘测工作发展较快,对保证和促进城市规划工作的正常开展发挥了积极的作用。但同时也反映出一些矛盾和问题,城市勘测市场存在着一定程度的混乱,已经对保证城市规划编制和管理工作的质量构成了威胁,为了贯彻《国务院关于加强城市规划工作的通知》(国发[1996]18号)精神,更好地保证城市规划建设和管理的顺利进行,必须进一步加强城市勘测管理,现将有关问题通知如下: 一、各地城市规划行政主管部门要重视城市勘测工作,将城市勘测工作列入重要的议事日程,切实加强对城市勘测工作的领导和协调。 二、城市勘测工作要认真执行《中华人民共和国城市规划法》和《中华人民共和国测绘法》,以及我部制订发布的有关法规和文件。

There is a certain degree of confusion in the city survey market, which poses a threat to the quality of the preparation and management of urban planning, in order to implement the “Circular of the State Council on Strengthening Urban Planning” (Guofa [1996] No. 18) spirit, to better ensure the smooth progress of urban planning and construction and management, we must further strengthen the city survey management, and now notify the relevant issues are as follows: First, the city planning administrative departments at all levels should pay attention to the city survey, will Urban survey work was listed on the important agenda, and the leadership and coordination of urban survey work were effectively strengthened. Second, the city survey must seriously implement the “Law of the People’s Republic of China City Planning Act” and “PRC Surveying and Mapping Law”, as well as the relevant regulations and documents issued by our Ministry.
