大清河水系位于海河流域中部,地跨晋、冀、京、津四省市,流域面积42419平方公里,总人口1463万人,有耕地2493万亩。本流域北界永定河,南邻滹沱河。这两个水系均属浑水河,虽然三水系下游平原均系这些水系多年淤淀而成,但相对说来,大清河含泥沙较少,河水较清,地势较低。历史上每届洪水季节,大清河水系常受永定河、滹沱河以及过去的黄河的干扰,以致这里造成很多洼淀。成为谷形盆地式淀河。
