作为首都北京最具发展潜力的海淀区中关村,凭借其得天独厚的优势,有望成为中国追赶国际高新技术及其产业化的领头羊。智力资源和科技人员集中;高新技术产业的发展已具一定的基础;拥有一个知识型、创造型的企业家队伍;具有一个良好的教育环境……这一系列因素使得中央政府决定在北京市海淀区建设中关村科技园区,计划用十年左右时间把中关村科技园区建成世界一流园区,把海淀区基本建成首都现代化、国际化新区。该文作者认为,从制度经济学的角度看,初始的体制选择会强化以后体制的惯性。而如果初始体制选择不正确的话,在该体制中形成的既得利益的集团会拒绝接受更有效率的体制,从而使制度变迁偏离初始目标,最终失去控制。所以在中关村科技园区建设初期,如何选择正确的制度及路径是十分重要的问题。

The author believes that from the perspective of institutional economics, the initial institutional choice will strengthen the future inertia of the system. If the initial system of choice is not correct, vested interests formed in the system will refuse to accept a more efficient system, so that institutional changes deviate from the initial goal and eventually lose control. Therefore, in the early stage of the construction of Zhongguancun Science Park, how to choose the correct system and path is a very important issue.
