蒙古贵族初入主中原,进入了一个陌生的社会。他们不了解农业经济和农业社会,不懂得如何治理地主制经济高度发展的农业区,对于早已实行于中原的政治体制也所知甚少,而要站稳脚跟,巩固固统治,进而实行对全国的统一,就必须尽快了解被他们统治的地区,并使自己的政策制度符合这一地区的情况。客观形势要求在蒙古统治集团中应该有对其决策能产生影响且熟悉中原农业社会的人。耶律楚材就是在这种社会条件下,这样的政治形势
