过去,在计划经济时代,我们只见街道和居委会,不见社区。今天,我们不能因强调社区的作用而忽视了街道和居委会。社区的概念在20世纪30年代曾热极一时,以农村社区为基础的社会实践——乡村运动也曾轰动一时。但建国以来实行的计划经济体制、由于过分强调政府的作用,而忽视了除政府以外其它社会力量的作用,对此,人们形象称之为“政社合一”,或“只有国家,没有社会”。
In the past, in the era of planned economy, we saw only the streets and neighborhood committees, and no community. Today, we can not ignore the streets and neighborhoods by emphasizing the role of the community. The concept of community was once a hot topic in the 1930s. Social practices based on rural communities - the rural movement was also a hit. However, since the founding of the People’s Republic of China, the planned economy has been overemphasized the function of the government and ignored the role of other social forces other than the government. In this regard, the people’s image is called “political and social unity,” or “only the state and no society ”.
