结合小清河流域的生态环境现状,阐述了小清河流域生态补偿机制建立的必要性和紧迫性,初步构建了小清河流域生态补偿机制的基本框架,提出了流域生态补偿应该遵循的原则和建立完善生态补偿机制的对策,以实现小清河流域社会经济和生态协调发展。
The necessity and urgency of establishment of ecological compensation mechanism in Xiaoqinghe river basin are expounded in combination with the status quo of ecological environment in Xiaoqinghe river basin. The basic framework of ecological compensation mechanism in Xiaoqinghe river basin is preliminarily constructed. The principle that ecological compensation should be followed and the establishment and perfection Countermeasures of Ecological Compensation Mechanism to Realize the Coordinated Development of Social Economy and Ecology in Xiaoqing River Basin.
