党的十七届五中全会要求把经济结构的战略性调整作为转变经济发展方式的主攻方向,再一次强调了经济结构调整的重要性和紧迫性。产业结构是经济结构的重要组成部分,调整和优化产业结构、促进经济发展方式转变是一项长期而艰巨的战略任务。要充分考虑我国的经济特点和世界经济发展的大趋势,重视节能减排、环境保护和技术发展的新动向。既要依靠政府政策,更要发挥市场配置资源的基础作用。
The Fifth Plenary Session of the 17th CPC Central Committee demanded that the strategic readjustment of the economic structure should be regarded as the main direction of transforming the mode of economic development and once again stressed the importance and urgency of economic restructuring. The industrial structure is an important part of the economic structure. It is a long-term and arduous strategic task to adjust and optimize the industrial structure and promote the transformation of the economic development mode. We must take full account of the economic characteristics of our country and the general trend of economic development in the world and attach importance to the new trend of energy conservation, environmental protection and technological development. We must rely on government policies and, more importantly, give play to the fundamental role of the market in allocating resources.
