一是着力构建上下联动、统筹协调的区域化组织设置体系。兴庆区11个街道全部成立了党建联席会,发展会员单位325家。2010年,街道和社区党组织通过党建联席会为区域内党员、群众办实事136件,筹集共建经费48万元,结对帮扶208户。31家区直机关党组织也积极参与到区域内共建活动中。采取单独组建、区域联建、行业并建等形式,组建非公经济组织和新社会组织党组织56家,不断扩大党组织覆盖面;充分利用区域内机关事业单位的人才优势,协同街道和社区向非公经济
