为适应城乡经济社会一体化发展的新趋势,党的十七届三中全会第一次明确提出构建城乡统筹的基层党建新格局。近年来,诸城市以农村社区建设为抓手,打破传统的按行政区划、行政组织设置党组织的单一形式,着力构建以城带乡、城乡互动的基层党建新格局,有力推动了城乡经济社会一体化发展。2008年5月8日,习近平副主席到诸城视察时,对这一做法给予充分肯定。山东省委书记姜异康先后三次作出批示,要求对诸城的经验“认真研究,作为重要典型加以总结推广”。现简要介绍诸城市的经验做法,以供参考和借鉴。
