思想道德建设与法制建设是引导和约束人们行为、保持社会稳定的两个重要手段。思想道德教育是伦理教化、引人向善,是通过学习、宣传和耐心细致的说理工作去启发人们取向正确行为的自觉性;而法制建设则是规矩方圆、惩恶扬善,是通过法律去规范人们行为的一种强制性手段。从它们的关系上说,思想道德教育不能代替法制建设,法制建设也不能代替思想道德教育。两者比较起来,应当以思想道德教育为主。但是,由于道德与法制的内在联系和存在着相互转化的关
