政务信息也称政府信息,是指各级人民政府及其职能部门以及依法行使行政职能的组织在管理或提供服务过程中制作、获得或拥有的信息,包括政府信息与社会公共信息以及部分个人信息。从性质上讲,政府所拥有的信息均是利用纳税人的钱在行政管理的过程中产生、获得和控制的,理应属于公众所有,即具有公共产品的性质。因此,政务信息公开是社会发展的必然要求,但随着政务信息公开的进一步深入,知识产权问题也成为政务信息公开过程中诸多有待进一步解决的问题之一。
Government information, also known as government information, refers to the information produced, acquired or possessed by the people’s governments at all levels and their functional departments and the organizations exercising administrative functions according to law in the management or provision of services, including government information and public information as well as some personal information . In essence, the information owned by the government is generated, obtained and controlled by the taxpayer’s money in the course of administration. It should belong to the public, that is to say, have the nature of public goods. Therefore, the opening of government affairs information is an inevitable requirement for social development. However, with the further deepening of government information disclosure, the issue of intellectual property has also become one of the many issues to be further resolved in the process of government information disclosure.
