为了贯彻落实党中央、国务院关于深化房改、扩大居民住房消费的一系列重要部署,建设部会同国家计委、财政部、中国人民银行、国管局、建设银行等单位,按照《国务院关于进一步深入城镇住房制度改革,加快住房建设的通知》(国发[1998]23号)的要求,借鉴了有关省市在住房分配货币化改革中的好的做法,起草了《在京中央和国家机关进一步深化住房制度改革实施方案》(以下简称《方案》)。
In order to implement a series of important arrangements of the CPC Central Committee and the State Council on deepening housing reform and expanding residential housing consumption, the Ministry of Construction, together with the State Development Planning Commission, the Ministry of Finance, the People’s Bank of China, the National Development and Reform Bureau, the China Construction Bank and other units, (Guo Fa [1998] No.23), draws on the good practices of the provinces and municipalities involved in the reform of housing distribution and monetization, drafted the “further deepening of the central government in Beijing and the state organs Housing system reform implementation plan ”(hereinafter referred to as“ program ”).
