现在有些城布粮店虽然都实行了经营承包责任制,但两个效益并不理想。不仅没有把综合经营抓起来,连管理、服务工作也没有抓好,粮油供应市场秩序混乱;职工的铁饭碗、铁交椅、铁工资依然加故地架着大锅饭,职工和企业的积极性依然受抑制。要彻底解决“三铁”,充分调动“两个积极性”,不断提高两个效益,必须进一步完善城市粮店的经营承包责任制。下面就如何完善作一点探讨。一、从合同内容上完善经营承包责任制。第一,完善合同的标底。现在粮店承包合同中的标底一般只有两个;一是平价利润(实行批零差的单位)或费用包干基数;二是综合经营利润指标。至于管理、服务只是原则地概括一下,结果形成只有一个经济指
