日本与许多发达国家一样,市场开放的总体水平比较高,贸易、投资比较自由,对少数传统产业有一套保护措施。但是日本又与欧美发达国家有很多不同,如实行一套日本式的经营管理方法和有自己的商业习惯,形成日本特色的经济、社会环境。外国人进入日本市场时,往往不易适应这种环境,视为一种障碍。这就是日本在世贸组织或APEC组织经贸合作中一方面有许多积极的表现,如关税总体水平偏低,非关税措施少等,另一方面得到的国际社会评价不高的原因。
Japan, like many developed countries, enjoys a relatively high level of market liberalization with relatively free trade and investment and a set of protective measures for a handful of traditional industries. However, Japan has many differences with developed countries in Europe and the United States. For example, it implements a set of Japanese-style management practices and its own business practices to form an economic and social environment with Japanese characteristics. Foreigners entering the Japanese market often find it hard to adapt to this environment as an obstacle. This is why Japan has many positive performances in the WTO or APEC economic and trade cooperation. For instance, the overall level of tariffs is low and the number of non-tariff measures is low. On the other hand, the reason why the evaluation of the international community is not high is the reason.
