住房制度改革,是一项系统、复杂的工程,不仅涉及广大城镇居民的切身利益,以及国家、地方、企业和个人的利益关系,还涉及到工资改革,计划、财政、金融体制改革,企业改革和住房产权制度、住房投资体制及社会保障体制改革等等。住房制度改革所面临的理论与实践难题,至少有以下几个方面:
