China Telecom Shanghai in Frontline of Three Fields

   On February 7, the Strate- gic Consultancy Commission of China Telecom Shanghai held the 3rd session in which they summarized the progress of “Smarter City” in 2011 according to China Telecom Shanghai’s 2011-2013 Three-Year Plan of Assisting in Smarter City (hereafter the Three- Year Plan). It also includes the detailed planning of the information technology development in 2013. Feng Guoqin, chairman of Shanghai Municipal People’s Political Consultancy Conference, Yang Yuliang, headmaster of Fudan Master and other commissioners were present in the session.
  According to the Three-Year Plan, China Telecom Shanghai will take the lead in the fields of information infrastructure, smart applicant and new information technology. It will take the lead in building the world-leading information infrastructure network; It will be the first to realize the goal of China Telecom’s strategy of becoming the leader of smart channels, supplier of comprehensive platforms and participator of contents and applications to boost the smart applications in Shanghai. It will take the lead in applying the state-of-art information and communication technologies, which could boost the economic transformation of Shanghai and the information industry’s growth.
  As introduced by Zhang Weihua, general manager of China Telecom Shanghai, the company will implement the scientific development concept thoroughly and work with the strategic goal and plan of “Smarter City” to make bigger contributions to this project based on the general requirements of“Leading quality, technology, innovation and size”.
  It is known that China Telecom Shanghai has already made detailed development goals in 2013. By then it will be the first city in China to have the world-leading information infrastructure– the Metro Optical Network (MONET)– cover 7.5 million users and have average bandwidth of 32Mb; The Wireless City is also listed as one of the goals, which requires the number of WiFi hotspots to increase to 10 thousand and 600 macro base stations and 300 indoor coverage stations to be built. The third goal is about the Internet outlet with 4Tb domestic outlet and 660Gb international outlet.
  As for how to realize the parent company’s goal of becoming the leader of smart channels, supplier of comprehensive platforms and participator of contents and applications, China Telecom Shanghai put forward the strategies of completely joining in the Eight Smart Applications the Shanghai government put forward, including the Smart Management, Safe City, Smart Traffic, Smart Education, Smart Medical Care, e-Government Administration and Industrial Applications. Moreover, China Telecom Shanghai will take the lead in putting the cloud computing into use by establishing 1000 frames and 50 thousand virtue mainframes. The other goals include increasing the number of M2M terminals to 1 million sets for the good of Internet of Things, keeping the leading place in network trials and deployment for the new generation of mobile communication and building national vehicle-born service support platform for the development of Internet of Cars.
  Feng Guoqin said China Telecom had made great and undeniable contributions to the construction of “Smarter City” and the improvement of information technology in Shanghai. China Telecom Shanghai’s Three-Year Plan combines the trend of economic development based on globalization, knowledge, information and Internet and the status quo of Shanghai. Thus it includes a lot of efficient advises and measures, showing the development trend closely related with information technology development, the national strategy and the features of urban development in Shanghai. During the historical period of 3-Network Convergence and the construction of “Smarter City”, China Telecom’s advantages should be fully put into use to support the improvement of information technology in Shanghai and the transformation of this city.
  Apart from the discussion in the session, the commissioners also visited the Information Life Experiencing Pavilion inside the Mansion of China Telecom Shanghai. Inside the pavilion the commissioners saw many successful cases of China Telecom Shanghai in promoting the construction of MONET and “Smarter City”. Upon seeing the cases like Smart Medical Care, Smart Campus, Safe City and Smart Traffic, they said that the publicity of the pavilion and required governments of different districts to send people to learn and know how is the “Smarter City” like in the future. Even the cadre training school should have the similar class to let the students know about relevant applications.
