(一九五四年省府委員會第二十一次會議擴大會通過) 自今年五月以來,因為連降暴雨,加以長江洪水倒灌,致使南昌、上饒、九江等專區的沿江濱湖地區水位急劇上漲,超過了一九四九年的最高水位。雖經各級黨、政、軍领導機關動員全體幹部和廣大羣衆,進行了極為艱苦的防洪搶險鬥爭,並取得了很大的成就,但終因水勢過大、過猛、過久、部份地區發生了漫堤、决堤和積涝成災的嚴重情况,人民生命財產遭受了重大的損失,並給今年我省全面增產計劃的勝利完成造成了巨大的困難。為了迅速動員各級幹部和廣大羣衆開展增產節約生產救災運動,戰勝自然災害,争取完成今年我省的農業增產計劃,根據全省人民代表大會首屆第一次會議‘關於開展增產節約生產救災運動的决議’,特作如下决定:
