近代中国,西方资本主义进行殖民侵略的同时,也带来了西方的近代行政文化,并日渐同中国的传统行政文化发生碰撞,引发了中西行政文化之争。围绕着学习西方,士大夫官僚分子先后提出过各种主张。其中以张之洞的《劝学篇》尤为引人注目。在此书中蕴涵了近代中西行政文化的冲突,及对我国传统文化的创新,对今天的行政改革仍有一定的启示。
In modern China, western capitalism, while carrying out its colonial aggression, brought with it the modern administrative culture in the West and gradually collided with the traditional Chinese administrative culture, triggering a dispute over the administrative culture between China and the West. Around the study of the West, Scholar-bureaucrats have put forward various proposals. One of Zhang Zhidong’s “Encouraging Learning” is particularly noticeable. The book contains the conflicts between modern Chinese and Western administrative cultures and the innovation of traditional Chinese culture. It still has some enlightenment on today’s administrative reform.
