中共中央、国务院《关于深化教育改革,全面推进素质教育的决定》指出:“实施素质教育,是全面贯彻党的方针,以提高国民素质为根本宗旨,以培养学生的创新精神和实践能力为重点。”从中央的决定可以看出,目前在全国蓬勃兴起的创新教育已成为素质教育的核心。而创新教育的实施要靠教师,教师应由传统教育观向素质教育观转变,应成为学生创新的启迪者和实践的扶植者。
