海南作为全国最大的经济特区,除资源、区位等客观条件外,主观方面创造的优势和特点就在于以不间断的思想解放促进改革开放,推动开发建设。结合海南实际,我们所需要的最大的思想解放就是对邓小平同志关于海南发展战略思想的深刻内涵进行认识上的新突破。小平同志曾对海南作过三次谈话和批示,从时间上看,跨度自1984年到1989年历时5年,可见小平同志对海南问题的认识并非一时的感慨,而是经过了长时间的具有连续性的思考。从内容上看,一次比一次深刻,又一次比一次具体;从态度上看,一次比一次坚定,一次比一次有力。如何进一步认识小平同志在海南创办经济特区进行大胆试验的战略意图呢?第一,在海南进行试验的范围宽、幅度大,风险小,成本低。在当市场经济还姓“资”的氛围里进行市场经济的试验,实际上是在社会主义条件下的经济领域进行资本主义试验,这是在战略上确定的没有禁区的大胆试验方针,今天在经济特区继续坚持这一方针,支持特区进行类似西方国家市场经济发展模式的试验,仍具有十分现实的意义。而海南经济比较落后,经济总量小,对整个国家经济的影响小,可以使试验的风险和成本降到最低限度。一方面大胆试验,另一方面减少
