吴大兵在《理论导刊》2013年第9期撰文认为,提高农村基本公共服务水平,是一项艰巨的系统工程。只有把握其制约因素,才有可能找到解决问题的科学路径。就当前来看,特别需要加大基本公共服务的投入,以突破品质不高的瓶颈;切实优化公共服务运转机制以突破功能闲置的瓶颈;创新服务供给主体模式以突破供给主体单一的瓶颈;有效整合相关公共服务制度以突破制度分割的瓶颈。
