当全省民族工作会议的春风正吹拂着土家苗寨之时,记者的脚步也一同踏进了获得“全国民族团结进步模范集体”称号的恩施土家族苗族自治州鹤峰县。生机盎然的仲夏时节,坐落在苍茫的武陵山脉腹地、鄂西南崇山峻岭之中的鹤峰县,处处让记者感受到这颗山青水碧、物产丰饶、经济发展、社会和谐的“绿色明珠”独有的魅力。这里不仅有“白鹤绕峰吟,青山伴鹤舞”的自然景观,更有“鹤翔云端啸声冲九天,峰回路转龙脉连五洲”的人文气象,二者浑然一体、相携相依,促动着鹤峰阔步前进。正当记者深入鹤峰的村村寨寨采访因人文气象带来的“经济现象”时,记者被鹤峰县政府推出的“五政并举”吸引住。“五政并举”为何物?政府为何要强力推出“五政并举”?究竟通过“五政并举”解决什么问题、达到什么目的?为解开这些疑问,记者专访了鹤峰委副书记、县政府县长谭志平。
